Requires the Department of Transportation, by July 1, 2026, and annually thereafter, to create a prioritized list of state highway projects of statewide and regional significance that prepare California for extreme weather events

Defines qualifying projects as high-priority highway projects benefiting two or more counties that improve safety on major corridors, support economic activity, enhance climate resilience, or address vulnerabilities to natural disasters like earthquakes, mudslides, and wildfires

Prioritizes projects based on co-benefits including enhanced safety, efficient goods movement along trade corridors, climate resiliency (water storage, drinking water access, flood mitigation), and electric transmission infrastructure improvements

Limits the list to projects already in the project approval/environmental documentation stage, planning/environmental/design stage, or further along in development

Mandates annual reports to the Legislature beginning January 1, 2027, containing the prioritized project list
