CA SB704

Prohibits the sale or transfer of firearm barrels unless completed in person through a licensed firearms dealer, with violations punishable as misdemeanors for first and second offenses, and as misdemeanors or felonies for third and subsequent offenses (up to $2,000 fine and/or imprisonment)

Starting July 1, 2027, requires licensed dealers to conduct eligibility checks on purchasers and record transaction details including date, buyer identification, barrel specifications, and personal information to be submitted electronically to the Department of Justice

Purchasers must be at least 18 years old and not prohibited from possessing firearms under state or federal law

Exempts sales to law enforcement agencies, federal firearms licensees, military, persons simultaneously purchasing a firearm with eligibility check, federally licensed collectors of curios/relics, and estate representatives

Authorizes the Department of Justice to charge up to $5 per eligibility check, with annual increases of up to $1 to cover processing costs
