Extends indefinitely the CEQA exemption for active transportation plans, pedestrian plans, and bicycle transportation plans covering street restriping, bicycle parking, signal timing, and related signage (previously set to expire January 1, 2030)

Creates new CEQA exemptions for transit comprehensive operational analyses, transit route readjustments, and other transit agency route additions, eliminations, or modifications

Extends until January 1, 2040 the CEQA exemption for transit-related projects including bus rapid transit, light rail, microtransit, paratransit, shuttle, and ferry services using zero-emission or low-emission vehicles, as well as infrastructure for charging/refueling zero-emission transit vehicles

Adds CEQA exemption for projects combining exempt transit improvements with housing developments that are either subject to nondiscretionary approval or separately exempt from CEQA

Requires the Office of Land Use and Climate Innovation to adjust cost thresholds ($50 million and $100 million) for additional project requirements every two years beginning January 1, 2026, based on Consumer Price Index changes
