Fully exempts historical vehicles manufactured before 1981 from all smog check requirements (biennial and at transfer) beginning January 1, 2027, provided they have a special historical vehicle identification plate and are insured as collector motor vehicles

Expands the exemption by one model year annually from 2028 to 2032: pre-1982 vehicles exempt in 2028, pre-1983 in 2029, pre-1984 in 2030, pre-1985 in 2031, and pre-1986 in 2032

Maintains the existing partial exemption for collector vehicles at least 35 model years old that meet emissions standards and pass fuel cap and leak inspections

Existing law already exempts all vehicles manufactured before the 1976 model year from smog check requirements

The bill is designated as "Leno's Law"
