Modifies how housing units lost during Governor-declared state emergencies are distributed in regional housing need allocations, requiring lost units to be distributed proportionally across the region according to the proposed methodology rather than solely allocated back to the jurisdictions where they were lost

Removes previous amendments that would have reduced housing allocations for jurisdictions based on the percentage of land located in very high fire risk areas

Removes previous provisions that would have capped unincorporated county allocations based on the percentage of population residing in urban areas

Requires the Department of Housing and Community Development, or delegated entities, to allocate emergency-lost units based on the established allocation methodology for cities and counties without a council of governments

Imposes a state-mandated local program by adding new duties for councils of governments in distributing regional housing needs
