Requires the California Public Utilities Commission to establish a voluntary mechanism allowing internet service providers to offer stand-alone broadband internet access as a class of lifeline service for low-income households

Sets eligibility for lifeline subsidies at internet plans offering at least 100 Mbps downstream/20 Mbps upstream speeds costing $30 or less per month, with the commission authorized to adjust these thresholds for underserved areas

Prohibits requiring lifeline subscribers to bundle voice and internet services to receive subsidies, and limits households to one lifeline subsidy under this program

Caps the lifeline program surcharge at the highest rate collected in the four years prior to January 1, 2026, with implementation rules required by July 1, 2027

Requires commission reporting to the Legislature on surcharge impacts by December 31, 2026, and program performance by July 1, 2028, with the program set to sunset on January 1, 2032
