Imposes escalating civil penalties for violations: $100 for first offense, $200 for second within 3 years, $350 for third, and $500 for fourth or more, with late fees capped at $50 initially and $100 for subsequent fees

Requires a 60-day warning-only period before issuing citations, public announcement 30 days before enforcement begins, and signs posted within 200-500 feet of camera locations depending on road speed limits

Provides indigent violators with 80% penalty reduction, community service diversion options, and payment plans of no more than $25 per month; individuals up to 250% of federal poverty level receive 50% reduction

Mandates that excess revenue beyond program costs be spent on traffic-calming measures (bike lanes, speed humps, roundabouts) within 3 years or revert to the state Active Transportation Program
