Prohibits county and city elections officials from allowing federal government agencies or their employees to inspect voting system machines or devices without authorization from a federal court order

Defines "federal government agency" to include the U.S. Department of Justice, Department of Homeland Security, and Department of Defense

Maintains existing requirement that elections officials inspect voting machines at least once every two years for accuracy and certify results to the Secretary of State

Declared an urgency statute requiring a two-thirds vote, taking effect immediately to apply to the June 2, 2026 statewide primary election

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill creates state-mandated costs
