Beginning January 1, 2027, prohibits the distribution, sale, or offering for sale of artificial turf, carpets, rugs, cleaning products, cookware, dental floss, fabric treatments, and upholstered furniture containing intentionally added PFAS (perfluoroalkyl and polyfluoroalkyl substances)

Authorizes the Department of Toxic Substances Control to designate additional consumer product categories for PFAS bans if safer alternatives are readily available at comparable costs, with at least 18 months before any new regulation takes effect

Exempts fluoropolymers (which are not water-soluble or bioavailable), FDA-approved drugs and medical devices, EPA-approved pesticides, and used products offered for resale from the prohibition

Requires enforcement through existing PFAS regulatory framework, including manufacturer registration, compliance certification, product testing, and administrative penalties for violations

Targets PFAS chemicals of concern (PFOA, PFOS, PFNA, PFHxS, PFBS, GenX) found in drinking water and groundwater while preserving use of fluoropolymers deemed critical for infrastructure, renewable energy, healthcare, and manufacturing
