Extends the exemption from the 8-strip reflective tape requirement to trash receptacles and storage containers with reflectors applied before January 1, 2025 (previously July 1, 2023)

Removes the previous requirement that exempted containers must have reflective tape made of specific high-performance retroreflective sheeting to qualify for the exemption

Allows storage containers transported by truck and trailer to use fluorescent yellow, red, white, or alternating red and white reflective tape made of ASTM D4956-13 Type IX or XI retroreflective sheeting

Applies to trash receptacles and storage containers longer than 3 feet and taller than 4 feet that are placed on roadways or curbs for emptying or pickup

Violations carry fines of $100 for first offense, $500 for second, and $1,000 for third and subsequent violations if not corrected within 14 days of notice
