Enacts the First Validating Act of 2025, which retroactively validates the organization, boundaries, acts, proceedings, and bonds of California state agencies, counties, cities, and over 100 types of special districts and public entities

Confirms as legally established the boundaries of all public bodies as previously recorded, defined, or shown on assessor maps

Validates all prior actions taken for annexation, detachment, consolidation, merger, or dissolution of public bodies, as well as all bond authorizations, issuances, sales, and deliveries

Excludes community redevelopment agencies and related entities from validation, except for specific successor agency bond issuances under Health and Safety Code provisions

Requires any legal challenges to public body formation, boundary changes, or bond proceedings not otherwise validated to be filed within six months of the act's effective date, or such matters become incontestable

Takes effect immediately as an urgency statute; approved and filed with Secretary of State on July 14, 2025
