Enacts the Third Validating Act of 2025, which legally validates the organization, boundaries, acts, proceedings, and bonds of California state government and local public bodies including cities, counties, and over 100 types of special districts

Confirms all public body boundaries as legally established, including those shown on assessor maps and plats

Validates all prior actions for annexation, detachment, consolidation, merger, or dissolution of public bodies, as well as all bond-related proceedings including authorization, issuance, sale, and delivery

Excludes community redevelopment agencies and related entities from validation, except for successor agencies issuing bonds under specific Health and Safety Code provisions

Requires any legal challenge to actions not otherwise validated by this act to be filed within six months of the effective date, after which all covered matters become incontestable
