Expands the coastal development permit exemption under the California Coastal Act to include emergency projects by public agencies to maintain, repair, or restore existing railroad tracks along the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Rail Corridor

Emergency railroad repair projects must occur within the existing right-of-way and address damage caused by fire, flood, storm, earthquake, land subsidence, gradual earth movement, or landslide within one year of the damage

Exemption does not apply to projects that expand or widen railroad facilities, or that involve construction of new or expanded seawalls, revetments, cliff stabilization structures, or other alterations to natural shoreline processes

Public agencies must still notify the California Coastal Commission within 14 days of commencing any exempt emergency project

Legislature declares a special statute is necessary due to the unique economic importance of the LOSSAN Rail Corridor for statewide passenger and freight transport
