Requires the Public Utilities Commission by January 1, 2028 to update regulations mandating electrical corporations remove all permanently abandoned transmission facilities to prevent public nuisances or hazards to life and property

Electrical corporations must include in their wildfire mitigation plans an accounting of all transmission facilities (in-service, out-of-service, and permanently abandoned) with removal timelines and interim wildfire mitigation measures for abandoned facilities

Electrical corporations and local publicly owned electric utilities must establish coordination procedures with the Office of Emergency Services and assign liaison representatives to work with each local emergency operations center within their service area

Liaison representatives must complete Standardized Emergency Management System and National Incident Management System training to assist during activated emergencies

All applicable safety requirements including wildfire mitigation measures must continue to apply to permanently abandoned and out-of-service transmission facilities until they are removed
