Establishes the Urban Water Community Drought Relief program within the Department of Water Resources to provide grants for drought relief to urban communities facing water supply loss, contamination, or threats to human health and safety

Creates the Small Community Drought Relief program to provide similar grants for small, rural, and non-urban communities experiencing drought-related water supply emergencies

Authorizes funding for water delivery system improvements for fire suppression purposes in communities located in high or very high fire hazard severity zones, as designated by the State Fire Marshal or local agencies

Allows grants for emergency water infrastructure projects including hauled water, temporary tanks, bottled water, emergency interties, new wells, and permanent water infrastructure

Permits funding for fish and wildlife rescue and relocation, water conservation activities, and projects to repair facilities that convey source water to treatment plants
