Creates the "No Kings Act" establishing state-level civil liability for any person who, acting under color of law, deprives someone of rights guaranteed by the U.S. Constitution.

Allows defendants to assert absolute or qualified immunity defenses to the same extent available under federal civil rights law (42 U.S.C. § 1983).

Permits courts to award prevailing plaintiffs reasonable attorney's fees, costs, and expert fees, with exceptions for actions against judicial officers acting within their judicial capacity.

Establishes a 2-year statute of limitations for filing claims and applies retroactively to March 1, 2025, though retroactive claims are limited to nominal and compensatory damages only.

Preserves sovereign immunity defenses and specifies that "color of law" includes actions under federal, state, territorial, or District of Columbia statutes, regulations, customs, or ordinances.
