Requires Encampment Resolution Funding program applicants to include detailed information about safe parking sites when their applications involve operating such sites for people experiencing homelessness living in vehicles or RVs, including plans for site acquisition, operation, services, and expanding hours

Eliminates the requirement that the Department of Housing and Community Development report directly to chairs of relevant legislative fiscal and policy committees on program outcomes

Requires the department to include a summary of data from grant recipients' final reports in its annual report to the Governor and Legislature, disaggregated by funding round

Shifts the department's evaluation of program efficacy and best practices from being based on data reported by recipients to data reported by the department in its annual report

Notes that California has 187,084 people experiencing homelessness as of January 2024, with two-thirds sleeping outside and 25% of all people experiencing homelessness in America located in California
