Requires mobilehome park management to provide notices to tenants and public entities at least 12 months and again at least 6 months before any planned closure, cessation, or change of use of the park

Prohibits park owners from pursuing closure or change of use unless they first offer qualified entities (resident organizations, nonprofit organizations, and public agencies) an opportunity to purchase the park within a 270-day window

Establishes a market value determination process for purchases, including independent appraisals by certified appraisers if parties cannot agree on price

Requires the Department of Housing and Community Development to certify qualified purchasers, maintain a list of certified entities, and monitor compliance with the new requirements

Provides that previous homeowners displaced by wildfires or natural disasters must receive the same notices as current homeowners and are not required to pay rent while unable to occupy their mobilehome park
