Establishes the Veterans and Former First Responders Research Pilot Program until January 1, 2031, requesting the University of California to create local pilots in up to 5 counties for researching psilocybin therapy services for veterans and former first responders with severe mental health disorders

Requires university partners to oversee protocol design, institutional review board approvals, data collection, and reporting, while partnering with licensed health care providers including mental health clinics, VA clinics, and hospice care agencies

Mandates that participants must be 21 years or older, have a documented qualifying condition, receive an initial assessment from a practitioner experienced in psychedelic therapy, and be informed about treatment implications and the option to withdraw at any time

Creates the Veterans and Former First Responders Research Pilot Special Fund with continuous appropriation to the University of California for program administration, staff training, data collection, and community engagement

Requires a comprehensive report to the Legislature, Secretary of California Health and Human Services, and Governor by January 15, 2030, including pilot outcomes, data analysis, and recommendations
