Requires the Department of Motor Vehicles to waive delinquent registration fees and penalties for vehicle buyers when the fees or penalties accrued before the purchase date, effective January 1, 2030

Makes unpaid registration fees and penalties the personal debt of the seller or transferor who failed to pay them when due

Mandates DMV create a system to collect delinquent fees and penalties from sellers when they register another vehicle or renew their license

Repeals the current provision allowing DMV to collect waived fees through civil action, replacing it with the new administrative collection system

Current law only permits fee waivers in limited circumstances; the new law makes waivers mandatory when fees predate the vehicle purchase
