Exempts elected officers and Public Utilities Commission members from reporting behested payments when they make public appeals via television, radio, billboard, online platforms, or public speeches (with certain exceptions for fundraising events)

The public appeal exemption does not apply if the officer/member or their immediate family, campaign staff, or officeholder staff holds a position (board member, executive, employee, founding member, or advisory board member) with the non-governmental payee organization

Requires reporting within 30 days if the officer learns within two years that a specific payment was made in response to their public appeal

Behested payment reporting is triggered when payments from the same source reach $5,000 or more in aggregate during a calendar year

Contains contingent provisions to reconcile with AB 808 if both bills are enacted, ensuring consistent amendments to Government Code Section 84224
