Automatically designates all campus-based programs of study at California public colleges and universities as state-approved local educational programs that increase employability, making enrolled students eligible for CalFresh food benefits starting July 1, 2026

Requires the California Community Colleges and CSU chancellors' offices (and requests UC) to submit lists of campus-based programs to the Department of Social Services for approval, replacing the previous individual program approval process

Establishes a data-sharing agreement between the Department of Social Services and the Student Aid Commission to identify students potentially eligible for CalFresh and share their contact information (with student consent) for outreach purposes

Mandates that starting in the 2027-28 academic year, CCC and CSU campuses contact students who opted in to receive information about CalFresh and other on- and off-campus basic needs services

Requires the Department of Social Services to report annually through 2030 on the number of approved programs, pending applications, and denied applications with reasons for denial
