Requires the California Energy Commission to work with stakeholders to identify "reportable pipelines" (pipelines delivering crude oil to California refineries) by December 31, 2026

Mandates operators of reportable pipelines to submit monthly reports starting March 30, 2027, including minimum/maximum operating volumes, daily crude oil delivery volumes, hours of operation, and nameplate and available capacity

Extends existing civil penalty provisions to pipeline operators who fail to report required information about reportable pipelines

Allows pipeline operators to request that certain submitted information be held confidential, with the commission required to make written determinations on public disclosure requests

Exempts pipelines from reporting requirements if their closure would not cause a "significant reduction" in crude oil received by California refineries, with the commission to define what constitutes a significant reduction
