Increases minimum and maximum fees for optometric license renewal ($500-$700), dispensing optician registrations ($500-$600 application, $300-$400 renewal), and related certificates, while deleting branch office license fee provisions

Reduces the dispensing optician committee membership from 5 to 3 members and redefines "dispensing ophthalmic business" to include entities with lease agreements that offer optical services for licensed physicians, surgeons, or optometrists

Requires applicants for optometry licensure or registration who have valid email addresses to report them to the board, with such addresses protected from public disclosure except by court order

Modifies mobile optometric office requirements by changing quarterly reporting to annual reporting (due January 1), requiring consumer notices at initial service, and removing the 12-office limit during the first renewal period
