Lowers the income threshold for "migrant agricultural worker family" eligibility from 50% to 40% of total gross income earned from fishing, agriculture, or agriculturally related work in the 12 months preceding application

Expands eligibility by requiring only one individual in the family (rather than the family as a whole) to meet the agricultural income requirement

Requires the Department of Social Services to ensure that self-certification of income for migrant childcare program enrollment is consistent with other childcare and development programs under the same act

Maintains existing enrollment priorities for children of migrant families, including priority for families who move from place to place or have agricultural employment history within the past five years
