Requires the California Department of Transportation to prepare a report evaluating ways to streamline processes for delivering safety enhancement projects on the state highway system

The report must review administrative, regulatory, and procedural factors affecting project timing, and evaluate alternative delivery methods such as design-build, progressive design-build, job order contracting, and construction manager/general contractor

Must assess whether the department has sufficient statutory authority to use alternative delivery methods for safety projects and identify where additional authority may be needed

Report must be submitted to the Legislature by January 1, 2027, and the section automatically repeals on January 1, 2031

Report is limited to available data, cannot include project-specific findings or imply causality between timelines and safety outcomes, and does not create new duties or standards of care for the department
