Allows cities and counties to establish climate resilience districts with streamlined procedures following a Governor-declared disaster, bypassing standard infrastructure financing plan requirements if the district is formed within two years of the disaster proclamation

District boundaries must primarily cover disaster-damaged areas where damage has caused serious physical and economic burden, with adjacent areas limited to no more than 20% of total district area

Revenue use is restricted to three purposes: repairing/replacing disaster-damaged buildings and infrastructure, mitigating future disaster risks (including utility undergrounding), and supporting economic recovery through reconstruction, affordable housing, small business programs, and workforce development

Public members appointed to the district's governing board must be residents, property owners, or business representatives within district boundaries and serve terms of at least 4 years

Takes effect immediately as an urgency statute to address communities affected by the January 2025 Los Angeles County wildfires and prevent delays in rebuilding critical infrastructure
