Requires the California Energy Commission by March 1, 2027, to designate a Senior Counselor on Industrial Policy and Clean Energy Development to coordinate state efforts in offshore wind, battery, and building decarbonization/heat pump industries

Mandates six state agencies (Energy Commission, GO-Biz, Labor Agency, PUC, General Services, and Treasurer) enter into a memorandum of understanding by March 1, 2027, to coordinate industrial policy for clean energy supply chains

Senior counselor must convene working groups on specific issues (home batteries, vehicle batteries, grid-scale batteries, battery recycling, offshore wind, building decarbonization) and hold at least two public meetings annually

Working groups will evaluate policy tools including state stockpiles, advanced market commitments, public-private joint ventures, state-owned enterprises, bond issuance, and price management to grow in-state manufacturing and create high-road jobs

Establishes the Equitable Clean Energy Supply Chain and Industrial Policy Fund in the State Treasury to receive federal and private funds, with expenditures subject to legislative appropriation
