Prohibits the sale, offering for sale, or distribution of counterfeit lighters that infringe on intellectual property rights protected by federal or state law

Prohibits the sale or distribution of unsafe lighters that fail to meet ASTM International standards (F400 for cigar/cigarette/pipe lighters, F2201 for fireplace/grill/utility lighters and gas matches)

Defines "lighter" as any electrical or mechanical fuel-operated device intended for igniting cigars, cigarettes, fireplaces, grills, pipes, or utilities

Exempts interstate transportation of counterfeit or unsafe lighters and storage in warehouses or distribution centers not open to the public for retail sale

Adds Part 7.5 (commencing with Section 14945) to Division 12 of the Health and Safety Code
