Designates the Emergency Medical Services Authority as the authorizing entity for optional first aid and CPR skills for state-employed lifeguards, firefighters, and peace officers

Applies to personnel subject to existing regulations (Chapter 2.3 of Title 22 of the California Code of Regulations) governing first aid and CPR for public safety personnel

Requires the authority to develop, implement, and monitor policies, protocols, and quality assurance/improvement measures to ensure safe and effective use of optional first aid and CPR skills

Maintains existing requirements that lifeguards, firefighters, and peace officers complete first aid and CPR training within one year of employment and refresher courses at least every three years

Training must continue to meet authority-prescribed standards and be provided at no cost to lifeguard or firefighter employees
