Authorizes the South Bay Regional Housing Trust, a joint powers authority formed by Los Angeles County and cities within the South Bay Cities Council of Governments, to modify its governance structure through its joint powers agreement rather than having it determined by the Council of Governments

Allows the board of directors to include alternate members who may be elected officials, appointed advisory body members, staff members of participating agencies, or public experts in homelessness or housing policy

Requires all directors and alternates to comply with the board's conflict of interest code, and prohibits non-elected official alternates from voting at more than 75% of meetings in a calendar year

Permits the board to elect its chairperson and vice chairperson at the first meeting of either the calendar or fiscal year, providing scheduling flexibility

Requires vacancies on the board to be filled within 60 days through a process established in the joint powers agreement
