Establishes the Fusion Research and Development Innovation Initiative within the State Energy Resources Conservation and Development Commission to accelerate fusion energy development in California

Authorizes the commission to provide financial incentives (contracts, grants, loans) for projects that advance fusion research, support commercialization, and work toward delivering the world's first fusion energy pilot project in California by the 2040s

Allows both competitive and noncompetitive award processes, including noncompetitive awards for federal matching funds, national laboratories, and public entities, subject to 60-day legislative notification and Joint Legislative Budget Committee approval

Implementation is contingent upon a legislative appropriation specifically for the initiative

The chapter automatically repeals on January 1, 2028
