Requires the Department of Transportation to incorporate suicide deterrent considerations into applicable guidance documents by July 1, 2028

Mandates consultation with the State Department of Public Health and collaboration with impacted local governments in developing the guidance

Suicide deterrent considerations must include evaluation and adoption of countermeasures for bridges and overpasses on the state highway system, including design, placement, and modification of barriers, fencing, and other infrastructure

Gives the Department of Transportation discretion to determine what suicide deterrent considerations are appropriate to incorporate

Explicitly states the bill does not create a mandatory duty that could expose the state to liability under Government Code Section 815.6
