Restructures and expands the Sacramento Housing and Redevelopment Agency into the Sacramento Area Housing and Homelessness Agency, a regional joint powers authority including Sacramento County and cities with populations of at least 50,000 (Sacramento, Elk Grove, Citrus Heights, Folsom, and Rancho Cordova)

Establishes an 11-member governing board of elected officials from participating jurisdictions, with the City of Sacramento and County of Sacramento each appointing 3 members, Elk Grove appointing 2, and Citrus Heights, Folsom, and Rancho Cordova each appointing 1

Designates the agency as the regional authority for affordable housing development, homelessness prevention services, Continuum of Care administration, and coordination of federal, state, and local housing funding programs

Requires the agency to adopt a comprehensive strategic plan addressing housing and homelessness within 3 years, maintain a 7-member standing advisory board including individuals with lived homelessness experience, and establish a Homelessness Division incorporating Sacramento Steps Forward

Requires the Department of Housing and Community Development to give consideration to former foster youth and extremely low, very low, and lower income households experiencing trauma or homelessness when appropriating funds for the Homeless Housing, Assistance, and Prevention program and Homekey
