Establishes the Hydrogen Pipeline Safety Act, requiring the Office of the State Fire Marshal to set safety standards for dedicated hydrogen pipelines by January 1, 2028

Defines "dedicated hydrogen pipeline" as a pipeline constructed or majorly retrofitted to transport hydrogen gas at concentrations exceeding 90% by volume

Mandates that hydrogen pipelines be designed to minimize leakage to the lowest technically feasible level, use materials certified for hydrogen compatibility, and employ continuous measurement and monitoring systems

Requires pipeline owners to maintain records of hydrogen concentration levels and leakage instances, and submit annual compliance reports to the State Fire Marshal by March 30 each year

Preserves the Public Utilities Commission's authority over public utility regulation, with the more protective provision applying in case of conflicts between this law and commission rules
