Requires non-uniformed law enforcement officers operating in California to visibly display identification showing their agency and name or badge number when performing enforcement duties, effective January 1, 2026, with violations punishable as a misdemeanor

Mandates all law enforcement agencies operating in California, including federal agencies, to maintain and publicly post written policies on visible identification of sworn personnel by January 1, 2026

Expands impersonation crimes to explicitly include federal law enforcement officers and extends prohibitions to cover impersonation "by any other means" (not just internet or electronic means) for fraud purposes

Authorizes California peace officers to request identification from alleged law enforcement officers when there is probable cause or reasonable suspicion that a crime has been committed, including impersonation offenses

Prohibits bail fugitive recovery agents from using their position for immigration enforcement or disclosing personally identifiable information of bail fugitives for immigration purposes, except pursuant to a valid judicial warrant
