Expands the definition of "medical information" under California's Confidentiality of Medical Information Act to include immigration status (current and prior) and place of birth, making this data subject to medical privacy protections

Prohibits health care providers, health plans, and contractors from disclosing medical information for immigration enforcement purposes unless expressly authorized by the patient or otherwise required by law

Requires health care provider entities receiving public funding to establish visitor monitoring procedures, designate nonpublic treatment areas, and immediately notify management of any immigration enforcement access requests

Prohibits health care facilities from allowing access to nonpublic patient care areas for immigration enforcement unless presented with a valid judicial warrant or court order specifically granting such access

Takes effect immediately as an urgency statute, with health care provider entities required to comply within 45 days of the effective date (approved September 20, 2025)
