Establishes the California AI Standards and Safety Commission within the Government Operations Agency, consisting of 8 members including gubernatorial appointees representing small AI companies, frontier AI developers, civil society, workers, and educational institutions, plus ex officio members from the Attorney General's office and Office of Emergency Services.

Requires the commission to designate Independent Verification Organizations (IVOs) that certify AI models and applications meet safety standards, with IVO designations expiring after 3 years and subject to revocation for misleading plans, failure to adhere to plans, or if verified AI causes material harm.

Mandates IVOs submit comprehensive plans covering risk mitigation approaches, auditing procedures for AI developers and deployers, whistleblower protections, postcertification compliance monitoring, and methods for evaluating whether AI systems meet acceptable risk levels.

Requires the commission to maintain liaison relationships with state agencies deploying AI, provide technical expertise and risk assessments, make procurement recommendations, and submit biennial reports to the Legislature analyzing IVO standards and identifying regulatory gaps.

Authorizes the commission to establish fees for IVO applicants and designees to offset administrative costs, and requires IVOs to submit annual reports on AI capabilities, societal risks and benefits, certification results, and remedial measures prescribed.
