Expands ethics training requirements to include department heads and similar administrative officers at local agencies, and reduces the initial training deadline from one year to six months for officials starting on or after January 1, 2026

Creates new mandatory fiscal and financial training (at least 2 hours) for local agency officials covering budgeting, debt management, financial reporting, pensions, investments, and procurement practices

Requires local agency officials in service as of January 1, 2026 to complete fiscal training by January 1, 2028, with subsequent training every two years; new officials must complete training within six months of starting

Local agencies with websites must post clear instructions and contact information for requesting training records starting July 1, 2026, and must maintain training records for at least five years

Applies to all cities including charter cities, as the Legislature declares fiscal management of local governments to be a matter of statewide concern
