Expands the Upper Los Angeles River and Tributaries Working Group from 23 to 24 appointed representatives within the Santa Monica Mountains Conservancy

Requires one representative to be appointed from the Los Angeles City Council district containing the greatest number of Upper Los Angeles River miles

Mandates the working group meet at least annually to evaluate implementation progress of the revitalization plan and report findings to the conservancy

Authorizes the working group to propose amendments to the revitalization plan for conservancy adoption

Requires adopted amendments to be submitted to the Assembly Committee on Water, Parks, and Wildlife and Senate Committee on Natural Resources and Water, becoming effective 30 days after submission
