Prohibits employees of homeless shelters, rape crisis centers, domestic violence shelters, family justice centers, and human trafficking service providers from allowing immigration enforcement access to nonpublic areas without a valid judicial warrant

Requires three conditions for granting access: valid identification, a written statement of purpose, and a valid judicial warrant or court order

Defines "immigration enforcement" broadly to include investigation or enforcement of federal civil immigration law and federal criminal immigration law related to a person's presence, entry, reentry, or employment in the United States

Exceptions apply when access is required by state or federal law, or necessary to administer state or federally supported facilities

Contains a severability clause stating that if any provision is found invalid, the remaining provisions remain in effect
