Increases the maximum number of out-of-state thoroughbred races that California associations or fairs can import for wagering from 75 to 80 races per day when live thoroughbred or fair racing is being conducted in the state

Maintains existing exemptions from the daily race limit for major racing events including the Kentucky Derby, Preakness Stakes, Belmont Stakes, Breeders' Cup World Championship, and other specified prestigious races

Requires consent from harness and quarter horse racing associations in Orange or Sacramento County to accept wagers on out-of-state races starting after 5 p.m. Pacific time when 51-80 races are imported (updated from the previous 51-75 range)

Preserves the requirement for consent from harness or quarter horse associations to accept wagers on out-of-state races starting after 7 p.m. Pacific time
