Expands the definition of "sex offense" for credential denial/revocation and employment prohibitions to include additional crimes, and prohibits hiring or retaining employees convicted of sex offenses in certificated positions at school districts and charter schools

Requires school governing boards by July 1, 2026 to adopt written policies on professional boundaries between adults and pupils, including limits on social media and text messaging contact, and policies for school facilities that promote easily supervised learning environments

Mandates the Commission on Teacher Credentialing develop by July 1, 2027 (contingent on appropriation) a statewide data system tracking egregious misconduct investigations and substantiated reports for noncertificated school employees and private school employees

Expands mandated reporter requirements to include all employees, certain volunteers over age 18, and governing board members of school districts, county offices of education, charter schools, and private schools, with required annual training on child abuse detection, reporting, and prevention

Requires comprehensive school safety plans to include procedures addressing supervision and protection of children from child abuse, neglect, and sex offenses by July 1, 2026, and authorizes principals to notify parents and staff of sex offenses occurring on school grounds
