Requires automatic revocation of a physician's or surgeon's certificate if it was previously revoked for sexual abuse, misconduct, or relations with a patient and subsequently reinstated by the Medical Board of California on or after January 1, 2020

Prohibits physicians whose certificates are automatically revoked under this provision from petitioning the board for reinstatement or renewal of their certificate

Allows affected physicians to request a hearing within 30 days of the automatic revocation, with proceedings conducted under the Administrative Procedure Act

Applies retroactively to physicians who had certificates reinstated after January 1, 2020 following revocation for sexual misconduct offenses

Amends the Medical Practice Act to strengthen prohibitions against reinstating licenses of physicians who committed sexual abuse, misconduct, or exploitation involving patients
