Correctional officers and prison staff employed by the Department of Corrections and Rehabilitation who are convicted of sexually assaulting an inmate must forfeit all accrued retirement benefits from the date they first became members of the public retirement system

Staff who became retirement system members before January 1, 2026, will have their contributions returned upon forfeiture; those who become members on or after January 1, 2026, will not receive their contributions back

Requires construction of a new building with 100 single-cell housing units at the Central California Women's Facility in Chowchilla for female inmates

Mandates installation of fixed cameras in court-ordered locations by January 1, 2028, thermal sensor cameras in inmate bathrooms, and elimination of solo shifts for correctional officers in all women's state prisons

Authorizes correctional lieutenants to grant inmate requests for transfer to restrictive housing at state prison facilities
