Eliminates the requirement to deliver bills amending the Political Reform Act to the Fair Political Practices Commission for distribution, instead requiring bills to be printed, distributed to legislators, and published online at least 8-12 days before passage

Expands the prohibition on receiving or delivering campaign contributions to include local government office buildings and any office where state or local government pays rent, while removing the previous exception for legislative district offices

Adds public officials who manage public investments to the list of officials required to file statements of economic interest with the Fair Political Practices Commission using its electronic filing system

Changes Citizens Redistricting Commission vacancy rules so that vacancies occurring on or after December 31 of years ending in 2 may be filled (rather than must be filled within 90 days), while vacancies before that date must still be filled within 30 days

Approved by Governor on October 3, 2025, requires a two-thirds legislative vote, and creates no state reimbursement obligation for local costs since changes relate to crime definitions
