Adds Section 22 to the Unemployment Insurance Code to define "mail," "mailing," or "mailed" for purposes of the code

Expands the definition to include writings transmitted by the United States Postal Service, other common mail carriers, or by electronic transmission

Establishes that for electronic transmissions, the "postmark date" means the date on which the writing was sent

Approved by the Governor and filed with the Secretary of State on October 1, 2025
