Clarifies that the California Coastal Commission may waive filing fees for coastal development permit amendments in addition to original permit applications, and allows the commission to specify whether fee waivers extend to future permit amendments for habitat restoration or public coastal access projects by qualifying nonprofits

Changes the Marine Invasive Species Act reporting requirement from biennial to triennial reports submitted to the Legislature by the State Lands Commission

Requires the State Lands Commission to publish ballast water management data on its website by April 30, 2026, with semiannual updates, including vessel arrival data, ballast water discharge volumes by vessel type and port, and inspection and compliance rates

Repeals Sections 30103.5 and 30108.1 of the Public Resources Code and updates various erroneous cross-references throughout the California Coastal Act
