Repeals obsolete provisions related to remote caller bingo, a charitable bingo program that expired on January 1, 2017, including the Charity Bingo Mitigation Fund created for transitioning entities to remote caller bingo

Removes requirements for the California Gambling Control Commission to adopt emergency regulations concerning remote caller bingo and card-minding devices

Eliminates Department of Justice authority to inspect card-minding devices and the requirement that card-minding devices be approved by the department before use

Maintains existing authorization for charitable bingo games conducted by tax-exempt organizations, including rules on prizes (maximum $500 per game), overhead limits, and requirements that players be physically present
