Defines qualifying devices as moveable photovoltaic systems with maximum 1,200 watts AC output that plug into a standard electrical outlet and are UL-certified

Prohibits electrical corporations and local publicly owned utilities from requiring customers to obtain approval, register, pay fees, or install additional equipment for these devices

Requires devices to include UL-certified safety features that prevent backfeeding electricity to the grid during power outages

Applies to devices intended to offset onsite electricity consumption rather than export power to the grid
